Sejak pertengahan tahun 1980-an Badan Pertahanan Jepang (JDA), mulai mempertimbangkan penerus helicopter ringan OH-6D yang saat itu masih digunakan oleh Angkatan Darat-Pasukan Beladiri Jepang (JGSDF).

Decided to develop its own helicopter to the role of scout and reconnaissance (LSOH). In 1992 Kawasaki was selected as main contractor with a weight of 60 percent of the program, the remainder is allocated between Mitsubishi and Fuji. The three companies form the Observation Helicopter Engineering Team to develop the program, and began working in 1992.

The first prototype of the six that made flying on August 6, 1996, and the first helicopter of the possibility 150-200 OH-1 helicopter was handed over to the JGSDF on January 24, 2000. A total of 14 OH-1 have been ordered and handed over before 2001. JDA may adjust OH-1 to meet the needs of light attack helicopter AH-X. Diputuskanlah untuk mengembangkan sendiri helicopter untuk peran pandu dan pengintaian (LSOH). Pada tahun 1992 Kawasaki terpilih sebagai kontraktor utama dengan bobot 60 persen dari program, sisanya dialokasikan sama antara Mitsubishi dan Fuji. Ketiga perusahaan membentuk Observation Helicopter Engineering Team untuk mengembangkan program tersebut, dan mulai bekerja pada tahun 1992.

Sebanyak 14 OH-1 telah dipesan dan diserahterimakan sebelum 2001. JDA mungkin akan menyesuaikan OH-1 untuk memenuhi kebutuhan helikopter serang ringan AH-X.
